The Second Foundation was founded by Hari Seldon as a secret colony of psychologists and "mentalics" located at "Star's End." While the First Foundation mastered physical sciences, the Second Foundation specialized in mental sciences to safeguard psychohistory. Their function involves refining contingencies for unlikely events, such as the rise of the Mule, and ensuring the Seldon Plan remains on course. Decades after the Mule's death, the organization worked to restore the plan, manipulating the Foundation's war against Kalgan to rebuild its self-esteem. The group is governed by a council of Speakers led by the First Speaker; despite the name, they are telepaths who rarely need actual speech. In Forward the Foundation, it is revealed that Wanda Seldon and Stettin Palver were among the original founders.

In Their Own Story

The novel unfolds in two parts. Part I details the Mule's search for the Second Foundation. Han Pritcher and the unconverted Bail Channis are sent to find them; Channis locates Rossem, believing it to be the target. The Mule arrives on Rossem, destroys Tazenda (a decoy), and forces Channis to admit Rossem is the true location. However, the First Speaker reveals this was a trap: Channis's knowledge was falsely implanted. The First Speaker then seizes control of the Mule's mind during a moment of despair, sending him back to Kalgan as a peaceful despot. Part II takes place 60 years later. A Foundation cabal hunts the Second Foundation, suspecting manipulation. Homir Munn and Arcadia Darell investigate Kalgan and Trantor. Dr. Darell builds a "mind static" device that exposes Anthor as a Second Foundationer. Believing they have won, the Foundation celebrates, but it is revealed that the entire conflict was orchestrated by the Second Foundation. The true location is Trantor, and Preem Palver—the Trantorian trader who helped Arcadia—is the First Speaker.
