Mallow is described by Josh Wimmer and Alasdair Wilkins of Gizmodo as "one of the strangest characters Asimov ever created," resembling a "particularly intelligent shaved bear" rather than a typical human. He is not a native Foundationer, originating from Smyrno in the Anacreon Province, and holds a deep dislike for the religious influence the Foundation exerted on barbarian worlds. Unlike Hardin, who relied on priests and Scientism, Mallow believed commercial ties were more effective for galactic power. This philosophy led him to turn over a fleeing missionary, Reverend Jord Parma, to Korellian authorities despite the risk of death penalties. He later proved Parma was a secret police agent, securing his own exoneration from murder charges on Terminus. In Their Own Story

In "The Big and the Little," Mallow commands the ship *Far Star* to investigate missing Foundation vessels near Korell. He brokers deals selling Foundation technology to the ruler of Korell, making the planet dependent on these devices. When later tried for murder on Terminus regarding the missionary Parma's death, he demonstrates that Parma was a spy, clearing his name and earning enough popularity to become Mayor. As Mayor, he imposes an embargo on Korell during their war declaration. The Korellan economy collapses immediately due to its reliance on Foundation tech, forcing their surrender without a prolonged military conflict.
